Brain injury and hypersexuality

HydroMan: There have been cases where people experience hypersexual behavior after having a brain injury. There have also been cases where people experience sexual desires for children after having a tumor in their brain, only to have those urges disappear after the tumor has been removed. These sexual behaviors occur when the frontal lobes of the brain (area that controls cognitive skills in a human, such as judgment, reason, attention) are dulled or damaged (when a brain injury or tumor damages the frontal lobe of a person, so too is their ability to judge, reason, and control behaviors that they normally would be able to control) It is similar to how alcohol dulls someone’s judgment and behavior.

What I like to know is, is a person held responsible for their actions? For example, if a woman goes around having sex with random strangers because a brain injury damaged the frontal lobes of her brain, or if a teacher goes around having sex with her students because a tumor damaged the frontal lobes of her brain, what exactly happens?

Would it be similar to alcohol (a person cannot blame their brain,much like a person cannot blame alcohol for getting drunk and killing someone) or would it be similar to someone with Tourette's and swears (Copralalia) - they cannot control their actions, thus, what they are doing is not their fault/cannot be held responsible?
