As Dostoevsky said, "The degree of civilization in a society can be judged by entering its prisons." Those countries where empiricism prevails are those which also have prisons more likely to be places of rehabilitation than of punitive retribution (since it is demonstrable that the former works far more effectively than the latter). I wish I could include my homeland in that definition, but I can't. Especially since those countries tend to have lower crime rates and therefore less need for prisons.

Geoff: Prison populations are generally measured as a fraction of the general population.

And the USA has the highest rate of general population incarcerated than any other democratic nation.

Canada may be the /second/ largest country in the world by area, but there are countries with a higher population density than the USA.

Crime rates are very difficult to compare, mainly because what is a crime varies too wildly between countries. But actual number of people locked up compared to the total number of people living there is something quite easy to measure.

Of course, the USA would possibly have a larger prison population, if it weren't for the fact that its police also kill more of their citizens than any other democratic nation on Earth.

However, if you choose a church in like Syria or something, yeah, I might as well go to prison. Bc I won't make it out of that one alive. Have a better chance of surviving a shank to the kidney.

Canadians maximum prisons cost 80,000 CAD a year per head, with metal detectors, xrays and tear gas playing spoons is just not a possibility.
