The Massachusetts Parole Board is under scrutiny after a local police officer was killed by a career criminal who was released despite serving a term of three concurrent life sentences.

Dominic Cinelli was serving time for shooting a security guard during an armed robbery to feed his hwx*@w addiction when he told the board in November 2008 that he was a changed man, the Boston Globe reported.

Four months later the board unanimously voted to free Cinelli, but police say the 57-year-old returned to his ugly ways Sunday, fatally shooting Woburn police officer John Maguire, 60, while robbing a Kohl's department store. Cinelli also died in the shootout.

But critics say Cinelli isn't the only person to blame for Maguire's death.

"I don't know how any member of the Parole Board justifies that," Laurie Myers, president of Community Voices, a Chelmsford-based nonprofit that advocates on behalf of crime victims, told the Globe. "He shouldn't have been out, and now there's another person dead."
Cinelli had a lengthy rap sheet filled with armed robberies, assaults and other offenses, had been serving three life sentences since 1976, and had chronic disciplinary problems while in prison including two escapes during which he committed crimes, the Globe reported.

Still, he won the board over by saying the deaths in the family, including his mother's, and drug counseling changed him, the paper reported.

"When you hear that somebody who had been serving three life sentences is released on parole and commits another violent crime that causes the death of a police officer, that causes us great concern," Mark K. Leahy, president of the Massachusetts Chiefs of Police Association and the Northborough police chief told the Globe.

John Grossman, the state's undersecretary of public safety and security, told the Globe that Gov. Deval Patrick ordered the Parole Board to review the decision.

"We're doing a complete look at what happened, and whatever amount of time it takes to do it right, we're going to take," he said.

Here’s the most liberal, or one of the most liberal states in the union...letting a career criminal with THREE LIFE SENTENES out of jail because “he said he was a changed man”. Everyone of those parole board people should be fired if not charged with conspiracy in the death of the police officer. This just might send a message to other “liberal” parole boards.

miss gege: it is my understanding that "concurrent" is not consecutive thereby he had basically one life sentence albeit the court saying x3.....it appalling that he was let out, the board should be held accountable if not in criminal court in civil court, be replaced and for me be a "civilian" member to of the Toronto Police, let's hope the accused choses suicide by cop.

David responds: Let’s look at Maryland a very, very liberal state compared to the two most populous states in the US., California a very liberal state and Texas, a very conservative state.

RE: Murder rates in 2007, right before the elections:

Maryland – 9.8% per 100,000 (6 million citizens)
California – 6.6% per 100,000 (37 million citizens)
Texas – 5.9% per 100,000 (24 million citizens)

As you can see, Maryland had a huge number of murders compared to the two largest states.

Both Maryland and California had larger murder rates than Texas.

Also out of the three states, Texas was the only state of the three:

• To have a balanced budget compared to the other two states which had terrible budget deficits.
• To have the lowest rate of abortion and teenage pregnancies compared to the other two states.

Regarding the most innocent victims…the children…

- Maryland with 1.3 million children had a child abuse rate of 9% per 100,000

- Texas with 6.7 million children had a child abuse rate of 8% per 100,000

One abuse is too much however; the most liberal state had a higher rate than Texas.

The original topic of this thread was the parole board in Maryland letting a heinous murderer out of jail because he said he was, “a changed man” just goes to show, career criminals including pedophiles seem to flock to Maryland and why not…they can get out of jail, even after receiving three life jail sentences just by saying, “I'm a changed man”.

Unbelievable.

Funny, according to Representative Jim Pitts, Texas Chair of the House Appropriations Committee told constituents the details of the budget he and his fellow budget writers will present a few weeks from now and will be considered by the House of Representatives in January 2011.

Pitts said the budget will eliminate some state agencies but that it will balance the budget without tapping the state’s Rainy Day Fund.

A few other facts you were again unaware of:
• California has a budget shortfall of $152,000,000,000 ($152 billion) and...no rainy day fund.

• Mass. is not as bad as California..they only have a budget shortfall of $9,000,000,000 ($9 billion) and...no rainy day fund


According to the US Department of Labor Statistics

• California has a 12.4% unemployment rate. California leads the nation in job losses, according to a new report from the U.S. Department of Labor. “The largest over-the-month decrease in the level of employment was reported in California (-78,200).

• Texas has a 8.2% unemployment rate. They created 192,000 jobs in 2010.

Thousands honor officer killed in shootout

About 2,000 law enforcement officers are remembering a police officer who was killed during a robbery.

John Maguire's wake is being held on Thursday. Police from departments ranging from the State Police to Harvard University stood in silence as Maguire's fellow officers walked out of the funeral home one by one.

Authorities say career criminal Dominic Cinelli killed Maguire on Sunday during a department store robbery. The 57-year-old Cinelli was also shot and killed.

The Parole Board has been criticized for releasing Cinelli in 2009 even though he was serving three concurrent life sentences.

Maguire's funeral is planned for Friday. The 60-year-old father of three was nearing retirement.

davidk14: Even though it might be wrong...after sentencing, take 'em out back of the courthouse and shoot them in the head. Unfortunately, there have been too many wrongful convictions to really do that. However, 10 to 20 years on death row is nuts as well.

chronology: Oldtimeracer. Few people would ague with you. But like David says, we would definitely see innocent people executed. Another problem is when is 'murder' 'murder'? and not Manslaughter. In Texas one time, they executed young Karla Fay Tucker. If she was in Cyprus, she would have been found not guilty of Murder, but Manslaughter. The reason is, when Karla Fey set out on her drinking spree, and Drug saturated night out, she apparently had no intention of murdering anyone. When the idea came to her, to go off and kill some person she was so drunk and drugged up she was probably unaware of actually deciding to commit murder. Few Texans would agree; 'so just get Blitzed and then kill some Guy?' they would say. No doubt we will get forceful advocates of the Death Penalty, the Internet is a fully committed region of passionate executioners.

Malobear: Things and technology in law enforcement is getting so refined that its very hard to get out of charges brought against you.DNA has freed many falsely accused people,but at the same time it has closed many cases. Many of my mothers family live in Texas. Many of the Texans I have met believe strongly in taking responsibility for ones actions. To me,its fine if someone wants to argue that they were not in the right frame of mind when they murdered someone, I would agree with them. Thats what state mental hospitals are for. But to me, putting them in with criminals that haven't committed that level of a crime is a crime into itself. In most other countries,there laws are much more merciless towards violent crime.
Chrono,In most states killing a citizen is one thing,killing a law enforcement officer is about a sure fire way of getting executed and Texas would be the last place you would want to be convicted in for such a crime.
But this story is very sad for the survivors of this tragedy.

chronology: Very good points you have made Malo. But there is a trend now among criminals of planting D.N.A. (hair, skin flakes, saliva etc) at crime scenes to confuse C.S.I. Also you can buy machine for less than a hundred dollars that can make anyone's finger prints that you can then stick onto your fingers. Photoshop can fake any photo you like, yes technology is better than ever, but the technology to confuse that technology is also better than ever. In England a Police Officer was charged with viewing child porn on his home computer. The I.S.P. definitely identified his home computer and password. It was only luck that he had a credit card payment timed at the same time he was supposedly on the child porn site that saved his hide.
