FogofWar: War is formally declared; no matter how badly you try and state otherwise. It is not splitting hairs at all. The president is required to gain congressional support in declaring war. He does not require congressional support to deploy troops for Operations Other Than War. How is it splitting hairs if one is grounds for impeachment; and the other is not?

The Korean War was a UN intervention. Vietnam was a policing action. The 1948, 1967, and 1973 Israeli/Arab wars were invasions.

There is a major difference between the legal definition of a war; and what each individual perceives as war. Many conflicts have been called wars; but that doesn't mean they fit the legal definition of a war. There is NO war in Libya. We don't even have soldiers on the ground fighting. How can it be a war? You cannot win a war without ground troops.
