Here is what we do. Every gun manufacture has to have the bullet marking recorded for each gun produced. That is part of the production process.

Along with stringent records of gun ownership any bullet will be traced back to original owner and who has the gun now.

If someone along the way did not follow the gun ownership laws they are accountable.

Crime committed, trace the bullet to the gun and on and on.

If gun was stolen there will be a police report to that effect. If lent out same thing on and on.

If I were a linguistic gymnast, I would say a thing like hunting rifles only and the right only applies to the people (meaning the state) to maintain the National Guard( which is controlled by the president,as per Kennedy's rights initiatives), As opposed to the federal Army(which is controlled by the president).
