They chose to categorize the event reports into 5 categories, but they did not draw firm conclusions about the origin & possible threats to US national security that such objects may pose to the US. Although, they seem to have defined a standard method of collecting, reporting, & cross-checking such reports against USG data "Consistent consolidation of reports from across the federal government, standardized reporting, increased collection and analysis, and a streamlined process for screening all such reports against a broad range of relevant USG data will allow for a more sophisticated analysis of UAP that is likely to deepen our understanding. Some of these steps are resource-intensive and would require additional investment."--which may just make it easier for them to disavow such incident reports in the future--if the group/s who analyze such reports are just a modern version of the USAF Project Bluebook strategy... Some of them are higher resolution than others as they were taken at different distances from the moon as the spacecraft made a number of different passes.
